The Vietnamese Government’s Decree No. 70/2025/NĐ-CP Introduces Key Amendments to Decree No. 123/2020/NĐ-CP on Invoice and Document Management, Effective from June 1, 2025

The newly issued Decree No. 70/2025/NĐ-CP introduces several significant amendments to the existing regulations on invoice and document management. These changes will take effect on June 1, 2025, and include the following key updates:

1. Clarification of E-Invoice Issuance Timelines: Specific issuance timeframes are now clearly defined for various types of transactions, including goods sales, service provision, crude oil exploitation, and financial insurance activities.
2. New Procedures for Invoice Adjustment and Replacement: Detailed processes have been introduced for adjusting and replacing erroneous invoices, helping to ensure compliance and reduce administrative errors.
3. Regulations for Specific Industries: The decree establishes standardized invoice handling procedures for specialized sectors such as aviation, healthcare, and telecommunications.
4. Enhanced Requirements for Certain Business Activities: Additional invoice management requirements have been implemented for industries such as insurance, lottery, and casinos.

The new regulations emphasize digitalized management, requiring enterprises to promptly transmit invoice data to the tax authorities. Simultaneously, the invoicing process for certain industries has been streamlined. These updates aim to improve the efficiency of tax administration, align with the evolving demands of the digital economy, and provide clearer operational guidance for businesses.
