Vietnam’s Digital Payment Revolution: A Decade of Transformation

Once widely considered a cash-reliant economy, Vietnam has undergone a dramatic transformation in its payment landscape over the past decade. The country’s shift toward digital transactions signals not only a change in consumer habits but also a broader trend of digital economic development.
According to recent data, most basic banking services in Vietnam can now be accessed through digital channels. In e-commerce, the proportion of cash payments dropped significantly from 66% in 2014 to 34% in 2024. In physical retail, electronic payments saw even more explosive growth — rising from just 3% in 2014 to 38% in 2024.
The State Bank of Vietnam reported remarkable growth across key electronic transaction platforms:
- Internet payments increased by 89%
- Mobile payments surged by 116%
- QR code-based payments soared by 185%
These numbers highlight Vietnam’s rapid progress toward a digital-first financial ecosystem. Experts note that this shift reflects the country’s broader evolution into an industrial and service-based economy, creating fertile ground for technological advancement and innovation.
To support this transformation, the Vietnamese government enacted Decree No. 94/2025/NĐ-CP on April 29, 2025, establishing a regulatory sandbox for the banking sector. This decree allows for the controlled testing of new financial products, services, and business models using financial technology (FinTech) solutions, focusing on three key areas:
- Credit scoring systems
- Data sharing via open APIs
- Peer-to-peer (P2P) lending, with legal safeguards in place
This regulatory framework is expected to foster innovation while managing potential risks, offering both traditional financial institutions and FinTech startups an environment to experiment and grow.
Vietnam’s digital journey is also being shaped by three major initiatives:
- Strengthening the legal infrastructure to support digital finance
- Accelerating technology adoption across banks and financial companies to enhance user experience
- Cultivating a digital-savvy consumer culture with increasing levels of tech-enabled consumption
